Abstract

The article examines the problems of the functioning of the administrative-political regional elites in modern Russia, which is a significant problematic niche of political science knowledge. The federal structure of the Russian Federation, which presupposes a specific format for the territorial distribution and exercise of power in general and its subjects, presupposes a certain format for the functioning of the federal and regional elites. This format largely reflects the state of regional communities, their social adaptation, political socialization and the degree of readiness for the production of elites from their environment. Given the general trends in the formation and functioning of the Russian elite, its strategy and tactics are largely determined by regional realities, the understanding of which is an indispensable condition for successful organizational and managerial influence and political influence on the population of the region. The author singles out the administrative and political elite among the segments of political and power groups, which in many respects is a product of the regional community and the determining subject of influence on the population of the region. Particular attention is paid to the applied aspect, where methods of political sociology are used, with the help of which measures of motivation, value orientations, efficiency, problem-behavioral lacunae of elites are carried out, problems of the functioning of elite groups at the regional level are considered.
