Abstract
In memory of our colleague and teacher, we publish in our journal one of his last public speeches, which took place on February 26, 2010 in the Federation Council of the Russian Federation at the expert council of the Committee on International Affairs. This speech became, in fact, his testament in which he summed up the total of his many years of scientific activity. It still sounds relevant today, since the problems raised in it have not lost their significance. In his report, Gennady Konstantinovich said unreservedly everything he thinks about the elite. And this adherence to principles should serve as examples for elite researchers of all times and all peoples...
