Abstract

The elite system, as an attribute of a modern high-tech society, is formed according to well-defined rules and in accordance with certain norms. Mechanisms of interaction in the "Elita-community" pair, selection rules are of interest for research as factors that can and should be formalized. The process of elite formation can be considered regulated only if these rules and regulations are transparent, adequate to the goals of forming an elite group, coherent and relevant. The article examines formal models of elite groups, which define the main attributes of the scientific elite, shows the mechanisms of elite replenishment and protection from degradation. The interest in this issue is due to the variety of forms of elite groups (scientific, military, political, etc.), the insufficiently correct definition of the composition and structure of the evaluation indicators that are used for selection to the elite group, and the lack of effective algorithms for selecting elements to the elite. Based on the study of the mechanisms of formation of elite groups, the features of the elite as an object of formal modeling are revealed. The analysis of the identified features allowed us to lay the foundations of the author's system of classification of elite groups, to determine the main system-forming features of the elite located at a specific level of the hierarchy and their corresponding parameters; conditions for the transition to a higher level.
